TECHNICAL INFRASTRUCTURE AND TELECONSULTATION ACTIVITIES IN HEALTH FACILITIES OF THE BACH MAI HOSPITAL TELEMEDICINE NETWORK IN 2025
Main Article Content
Abstract
Objectives: To describe the organisation, staffing, technical infrastructure and teleconsultation activities of health facilities in the Bach Mai Hospital telemedicine network in 2025, and to compare them across provincial, district and commune levels.
Participants and Methods: A cross-sectional study of 132 health facilities (34 provincial, 59 district, 39 commune). The telemedicine focal person of each facility completed an online questionnaire between 23 October and 13 November 2025.
Results: Overall, 52.3% of facilities had all four core teleconsultation devices (computer, HD camera, large screen, microphone/speakers); the proportion was lower at commune level (25.6%) than at provincial (58.8%) and district level (66.1%) (p < 0.001). The largest gap was in large screens (38.5% at commune level vs 82.4% and 74.6%). Stable internet was reported by 52.3%, with no statistically significant difference across levels (p = 0.189). Only 21.2% of facilities had a dedicated telemedicine unit. Among 77 facilities taking part in teleconsultation, 57.1% did so irregularly, with a median of 1 case per month; about half rated image and audio quality as good. When asked for their single main difficulty, 43.2% of facilities cited lack of funding.
Conclusion: Commune-level facilities lack core teleconsultation equipment, most clearly large screens, and teleconsultation is infrequent and mostly irregular. Priority should go to a core equipment package for commune-level facilities, stronger telemedicine focal units and stable funding.
